Description: 

Individual will be responsible for planning, coordinating, and implementing a comprehensive Emergency Response Plan to include preparation for, mitigation of, response to and recovery from natural disasters and terrorist attacks within the Sault Tribe Service Area.  Individual will be responsible for coordinating the Emergency Operations Center and procure all necessary items needed to run the facility.  The Emergency Manager will work with Sault Tribe departments as well as local, State, and Federal governments to create a comprehensive Tribal-Wide Emergency Plan. This individual will be responsible for providing public presentations of the Emergency Plan.  Will provide training in public settings with large groups of people and coordinate training for the Tribe with local, State and Federal agencies.

Duties: 

Developing and implementing Homeland Security support programs and adopting Department of Homeland Security national initiatives including but not limited to the following:

  • Coordinate and/or prepare plans for all operational emergency support functions for the Tribe's Emergency Plan; develop, organize and administer the facility plan review program; review and reconcile differences of opinion regarding adequacy of facility plans
  • Develop a comprehensive Emergency Plan that meets or exceeds NIMS compliance requirements for FEMA approval
  • Maintain compliance with all grant regulations and reporting requirements
  • Conduct Tribal vulnerability analyses by emergency situation type
  • Prepare and/or implement detailed mitigation studies that identify operation procedures to alleviate negative impacts of emergency situations
  • Coordinate emergency response activities with local, State and Federal agencies
  • Prepare reports, procedures, and documentation that supports Tribal emergency management functions
  • Prepare and/or ensure the adequacy of the 7-County Service Area hazard assessments by location and type; review and update as required
  • Research, collect information, and utilize the Emergency Management Information System to assist local, State, and Federal decision makers in emergency operations decision making
  • Research, monitor, and explain policy regulations and operating procedures as required.
  • Coordinate with media, businesses and public agencies to develop public information and education programs.
  • Plan for and/or coordinate the maintenance of the Tribal Emergency Operating Center facilities and equipment to ensure continuous readiness for immediate activation when needed
  • Conduct research and develop training in response to Tribal needs
  • Plan and/or ensure that all training are in compliance with Tribal, state and federal regulations
Qualifications: 

Graduation from an accredited four-year college or university with major course work in public administration or field related to Emergency Management. Advanced computer and technology skills required. Must possess excellent communication and people skills.  Must have considerable experience in a staff or administrative capacity appropriate to Emergency Management planning and/or operating; or any equivalent combination of education, training and / or experience.  Must be neat in appearance.  Will be required to undergo and successfully pass a background check. Must maintain a good moral character standing. Must have valid drivers license and be insurable by the Sault Tribe Insurance Department.  Must comply with annual driver license review and insurability standards with the Sault Tribe Insurance Department. Will be required to complete and pass pre-employment drug testing. Native American preferred.
